Now apart from the markets, private players have entered in it, that is, the Government now says that the farmer can sell his grain in the markets as well and outside the big industrialists too. Who gave higher rates to the farmers, Farmers' grain will be sold to them. Now you know the formula of big players here who have to finish the competitions. In the first case, the farmers have to pay a higher rate than the markets so that the markets are closed and when there was no competition, then it will do its own thing or this model of closing the markets was introduced in 2006. It was said that a new revolution has taken place in Bihar. Punjab and Haryana were left behind, but this model spread badly in Bihar. The debt which is above the head of the farmers there is 425 billion dollars and from here it is proved that the farmers are saying their words right. After the year 2006, it has been seen that big farmers of Bihar come to sell their grains in Punjab or Haryana so that they can get (MSP) Minimum Support Price. But the government is saying that we were given rates to farmers above the (MSP), if the people of Bihar were getting higher rates from (MSP), then why sold their grains in Punjab or Haryana?

 The government is saying with a lot of emphases that (MSP) has not been stopped, if this much assurance is to be given, then why don't they write it in the bill, it is only a matter of one line.

इस ब्लॉग को लिखने का कारण यह है कि जो लोग इस मुद्दे के बारे में नहीं जानते हैं वे इस मुद्दे के बारे में जान सकते हैं। बहुत से लोग नहीं जानते कि किसान विरोध क्यों कर रहे हैं। बहुत से लोगों को यह समझने की जरूरत है, बेशक, वे किसान हों या आम। किसान को नुकसान होगा, लेकिन अनाज खरीदने और खाने वाले आम नागरिकों को ज्यादा नुकसान होगा। क्योंकि किसानों को उनके खाने के लिए अनाज रखना है लेकिन आम नागरिक को नहीं।

1. किसान उत्पादित व्यापार और वाणिज्य सुविधा 2020

यहां सरकार मुक्त बाजार ला रही है लेकिन (एपीएमसी) कृषि उपज मंडी समिति को तबाह कर रही है। सरकार का कहना है कि किसान (APMSC) के अलावा कहीं भी फसल बेच सकता है। लेकिन सोचने वाली बात यह है कि छोटा किसान बड़ी मुश्किल से अपने स्थानीय बाजार जाता है कि वह अपने अनाज को एक राज्य से दूसरे राज्य में कैसे ले जा सकता है। जैसे पंजाब से चंडीगढ़ या दिल्ली।

अब इसमें बाजारों के अलावा निजी खिलाड़ियों ने भी प्रवेश किया है, यानी सरकार अब कहती है कि किसान अपना अनाज बाजारों में भी बेच सकता है और बड़े उद्योगपतियों के बाहर भी। जिन्होंने किसानों को अधिक रेट दिया, उन्हें किसानों का अनाज बेचा जाएगा। अब आप यहां के बड़े खिलाड़ियों का फॉर्मूला जान गए हैं जिन्हें प्रतियोगिताओं को खत्म करना है। पहले मामले में किसानों को बाजारों की तुलना में अधिक दर चुकानी पड़ती है ताकि बाजार बंद हो जाएं और जब कोई प्रतिस्पर्धा न हो तो वह अपना काम करेगा या 2006 में बाजारों को बंद करने का यह मॉडल पेश किया गया था। कहा कि बिहार में नई क्रांति हुई है। पंजाब और हरियाणा पीछे छूट गए, लेकिन यह मॉडल बिहार में बुरी तरह फैल गया। जिसके बाद वहां के किसान पंजाब में काम पर आ गए और बिहार के कुछ किसान इसी बिल के चलते शहर में काम करने चले गए।

भारतीय रिजर्व बैंक के गवर्नर का बयान था कि सबसे बड़ा सुधार तब होगा जब हम किसानों को खेती से निकालकर शहर में लाएंगे क्योंकि शहर में सस्ते श्रम की जरूरत है, देश तब तक प्रगति नहीं कर सकता जैसा कि यह किसान के बारे में सोच रहा है। जब तक यह रवैया किसान के प्रति रहेगा, देश आगे नहीं बढ़ सकता।

अब हम बिहार को भी छोड़ दें, हम इस मॉडल को अंतरराष्ट्रीय स्तर पर देखते हैं, मॉडल अमेरिका, इंग्लैंड, यूरोप आदि में विफल हो गया है। ये चीजें भारत की तुलना में अमेरिका में अधिक सुविधाजनक हैं। इन देशों में संविदा खेती भी की जाती है और इनके पास वॉल-मार्ट भी है जिसकी कोई स्टॉक सीमा नहीं है लेकिन फिर भी, यह मॉडल उनसे फैल गया। हम कैसे सोच सकते हैं कि यह मॉडल भारत में सफल होगा ?

किसी भी जगह की गंदी सरकारों के कारण किसान आत्महत्या करने को मजबूर है। किसानों के सिर पर जो कर्ज है, वह 425 अरब डॉलर का है और यहीं से साबित होता है कि किसान अपनी बात सही कह रहे हैं। वर्ष 2006 के बाद यह देखा गया है कि बिहार के बड़े किसान अपना अनाज पंजाब या हरियाणा में बेचने आते हैं ताकि उन्हें न्यूनतम समर्थन मूल्य (एमएसपी) मिल सके। लेकिन सरकार कह रही है कि हमें (MSP) से ऊपर के किसानों को रेट दिए गए, अगर बिहार की जनता को (MSP) से ज्यादा रेट मिल रहे थे, तो पंजाब या हरियाणा में अपना अनाज क्यों बेचा?

 सरकार बहुत जोर देकर कह रही है कि (MSP) नहीं रोका गया है, इतना आश्वासन देना है तो बिल में क्यों नहीं लिख देते, यह तो बस एक लाइन की बात है.

हमें विश्वास है कि आप इस बिल को समझ गए होंगे। इस बिल में ही पूरे देश का बाजार आपके लिए खुला है जहां किसान को सही लगे, वह अपनी फसल बेच सकता है। यह कहते हैं सरकार
